Upcoming Environmental Construction Activities at Bailly Generating Station, Area C

Overview

  • Environmental remediation work is scheduled to begin in late July 2025 at the Bailly Generating Station (BGS) Area C as part of NIPSCO’s ongoing environmental remediation efforts

  • NIPSCO’s work at the site has involved extensive environmental investigation in areas where wastes were historically handled

  • Cleanup work in Area C will be conducted in accordance with corrective action requirements under the EPA’s RCRA program

  • The remediation will involve excavation and off-site shipment of coal ash above the water table and in-situ stabilization of coal ash material that remains beneath the water table

  • Sevenson Environmental Services, Inc. is contracted to perform this work

Work Locations

  • The upcoming work will focus on Area C, specifically Solid Waste Management Units SWMUs 14 and 15

    • SWMU 14: Located between former surface impoundments and Bailly Station Road

    • SWMU 15: Located east, between Bailly Station Road and the Indiana Dunes National Park

    • A small area located east of SWMU 15—partially within the Indiana Dunes National Park—is also included in this scope of work

Corrective Actions in Area C

  • EPA held a public meeting in July 2020 and received public comments related to NISPCO’s proposed cleanup options. The remedy below was selected by EPA after careful consideration of stakeholder comments

  • Excavation of coal combustion residuals (CCR) above groundwater table

    • Excavated material hauled to the Rollin M. Schahfer Generating Station landfill

  • CCRs below groundwater table in SWMU 15 will be stabilized in place using in situ solidification

    • Involves mixing existing material with Portland cement to form stabilized mass

  • NIPSCO has been working with a local stakeholder engagement group that participates in meetings with NIPSCO and EPA. The purpose of these meetings is to continue to collect stakeholder input on the technical components of the remediation as well as the longer-term plans to protect the health and sustainability of public lands, specifically, the Indiana Dunes National Park. '

Schedule

  • Pending EPA approval of the work plan, the contractor will begin site mobilization around July 8, 2025 and begin active construction around July 21, 2025

  • Mobilization and pre-construction activities include:

    • Staking out limits of work area

    • Locating underground utilities

    • Installing erosion and sedimentation controls

  • Project completion anticipated by Fall 2026

  • Perimeter air monitoring and construction quality assurance will be provided by WSP USA Inc. during remediation work in Area C
